Police and Crime panel seeks volunteer members
North Yorkshire Police Fire and Crime Panel is looking for three new members to bring a fresh, external perspective to their work. You could be involved in the governance and accountability arrangements for policing and fire and rescue, providing an important ‘check and balance’ to secure an efficient and effective police and fire service.
Independent co-opted members – sometimes referred to as ‘community members’ – need to be able to think strategically and analytically, in providing both support and challenge to the Mayor and Deputy Mayor. You will be working alongside councillors from North Yorkshire and York in this role, providing an independent perspective, and as such will need to demonstrate objectivity, good judgment and the ability to communicate effectively with a range of partners and the public.
Candidates will be welcomed from a range of different backgrounds who can demonstrate the necessary skills and competencies. Full details and how to apply are published online: https://www.nypartnerships.org.uk/pfcprecruit

Village Hall Committee Meeting
Topcliffe & Asenby Village Hall Committee met last Tuesday in the Village Hall. Here’s a short summary of matters considered.
A thank you was given to a number of people who have freely given their time to undertake maintenance work at the Village Hall, namely John Heidstrom who did some repointing, Jim Shaw who painted a window frame and Malcolm Morley who changed two leaking taps.
The chairman also praised the efforts of the volunteers who have put on recent events to raise money for the Village Hall. The Summer Fair raised £370; the BBQ and Disco raised £1139 and the Produce Show raised £391 (though the cost of inscribing the various trophies will reduce this figure).
The Treasure reported that the hall’s finances are quite healthy at the moment and the Bookings Administrator reported that bookings are holding up well in comparison to previous years. QR codes linking to hall bookings are going to be displayed on village notice boards so that people with smart technology can check weekly booking arrangements.
A sub group of committee members has been looking at the idea of setting up a Charitable Incorporated Organisation to replace the current managing arrangement afforded by the Village Hall Committee. Such a change would not alter anything from a community point of view but would give individuals involved in the management of the hall greater security against personal liability if anyone was to sue. The committee decided not to proceed with the change at this stage as it would involve significant cost and time commitment to facilitate the change. However, it did agree that the constitution, which was set in1961, should be reviewed and updated. This will be undertaken over the next few months and residents of Topcliffe and Asenby will be invited to comment on the proposed new constitution before it is submitted to The Charity Commission for approval next spring.
Members noted that the Christmas Fair will be held on Saturday 15 November and already all the available stalls have been reserved. They also authorised the purchase of a Christmas tree for outside the Village Hall in December and acknowledged that the annual Carol Singing outside the hall will take place on Friday 19 December, with refreshments afterwards in the hall.

Asenby Parish Council News
At the Asenby Parish Council meeting held on Thursday 11 October councillors discussed the latest damage caused by a vehicle colliding with Topcliffe Bridge. Obviously, concern is high at present so the decision was made to contact the person in the highways division of North Yorkshire Council who have previously dealt with the parish’s highway issues, including appeals for a reduced speed limit from the A168 junction to the bridge to be introduced. The parish Council now feels its case is more viable following the latest incident and it will be pushing harder for a reduced speed limit and better warning of the sharp bend at the bridge. Parish councillors believe North Yorkshire Council is taking this latest damage very seriously, so no better time to increase the pressure. We will keep you informed.
The fallen tree situation outside Crab Manor continues to be an issue. The Parish Council is still pestering both North Yorkshire Council and the Crab & Lobster management to adhere to the promises that were made to make this stretch of the road and pavement safer for residents and visitors, and to remove the debris which is an eyesore.
The Parish Council would like to extend its heartfelt thanks to Topcliffe & Asenby Village Hall for generously providing tables and chairs for the recent Soiree community event in Asenby’s Community Play Park. Their support helped make the event both welcoming and successful for the attendees. The event raised £296.96 which will go towards maintaining the Community Play Park. The Parish Council also wishes to thank all the businesses, volunteers and residents who supported this event.
