Dalton expansion plans – not much time left to have your say
Hambleton Council’s planning committee will very soon be deciding on a recent application for a significant development of industrial units at Dalton Industrial Estate.

Topcliffe Parish Council has submitted its formal response to the application and it can be read here or on the village website at http://www.topcliffe.org.uk

There’s still time for residents of both Topcliffe and Asenby to add their own comments by visiting Hambleton’s planning portal. You can follow the link below to see how you can have your say and help protect our environment and village life.

https://planning.hambleton.gov.uk/online-applications

The application reference number is 22/01474/OUT

Topcliffe & Asenby Community Warm-Up
Warm-Up lunches take place at the Village Hall every Wednesday between 11.30am and 1.30pm. There is no specific charge for lunch, though those who can manage it are asked to make a donation. The lunches are open to anyone who wishes to come along.

Last Wednesday £90 was raised, of which £50 will be contributed towards the cost of the pensioners’ Christmas Lunch on 13 December. The balance has gone into the Warm-Up Community Help fund. This will help pay for food in future weeks and the organisers are looking at how further support might be offered to those in need during these financially difficult times.

If you can donate any ingredients for a forthcoming lunch or would like to help in some way, please get in touch with Karen Morley on 01845 577426 or Linda Carver on 01845 578014.

Terry Ford
It is with much sadness that we share the news that Asenby resident Terry Ford – beloved husband of Carole – died on Thursday 10 November in Harrogate Hospital. He would have been 89 next month. He was well known around the village of Asenby for his love of dogs and many, who may not have known his name, knew him simply as ‘the man who walks his dogs’.

There will be a service at Maple Park Crematorium on Friday 25 November at 10am to which all those who knew Terry are warmly invited. There is no need to wear dark, formal clothes nor to send flowers. He will be sorely missed.

Christmas Lunch for local pensioners
This year’s pensioners’ Christmas lunch will be held at Topcliffe & Asenby Village Hall on 13 December at 12.30pm. The cost for a three course Christmas lunch with drinks and entertainment is just £15 (a price that is considerably subsidised). For more information check out the poster here. To book please contact Judith Lowe on 01845 577911.
Mala Bead Necklace Workshop

  • Location: Topcliffe & Asenby Village Hall.
  • Date and time: Sunday 27 November between 1:30 and 4:30pm.
  • Cost: £35.00 per person including all materials and afternoon tea.

Mala translates to ‘String of Beads’, originating from the ancient lineage of the Himalayan Yogis and traditionally used as a tool during prayers. Today a Mala is still used by thousands of practicing Yogis but it also makes a wonderful decorative necklace or bracelet for yourself or as the perfect Christmas gift. It can make for a really great talking point around the dinner table!
During this three-hour workshop participants will design and create their own string of Mala beads and learn about the history of Mala, and how they are used in practice. In a simple guided meditation, each person will set an intention for their beads.

No previous experience is necessary. All materials will be provided, including afternoon tea (please advise of any allergies) and an organic cotton drawstring bag in which to store or present your necklace. Places are limited and bookings should be made by using this link:
https://www.eventbrite.com/e/learn-to-make-a-mala-bead-necklace-tickets-465092081937

This is a one-off special class hosted by Holly Brown, who is visiting family in Asenby over the festive season. Holly is the daughter of Asenby parish councillor, Jane Gallon. She grew up in the Lake District and has spent the past 10 years living on the West Coast of Australia where she has been sharing traditional practices from the ancient Himalayan yogic teachings with the local community. Holly also has a passion for music so you will often find her alongside her harmonium learning and practicing not only the traditional chants but also a few familiar tunes too. Her current favourite being the childhood classic ‘You Are My Sunshine’. Holly is really looking forward to introducing a few villagers to the art of Mala at her unique workshop.

Textile recycling
This is advance notice that the next Bags2School textile recycling event will be held on Monday 23 January 2023. If you’re having an annual clear out of cupboards and wardrobes in the New Year, please save your discarded clothing. You’ll be able to drop off your bags of textiles at the Village Hall between 8.30am and 12 noon. If you have trouble storing the bags, contact Donna Fleming (07591 438766) or Doug Allan (07785 223707) and they will try to make arrangements for storage until the collection day. The proceeds of the event will be shared between the Village Hall and 1st Topcliffe Scouts.
Successful Christmas Fayre
The Christmas Fayre held yesterday at Topcliffe & Asenby Village Hall was a great success with plenty of people popping in to check out the craft stalls, which offered a fascinating range of ideas for Christmas presents.

The organisers – led by Karen and Malcolm Morley, Linda Carver and Linda Robinson – did a wonderful job of pulling the event together and providing lunch and refreshments throughout the day.

They raised £264 which will go towards maintaining the village hall, which like households, is impacted by recent cost of living increases.

A special mention for Karen’s sister, Susan Hammond, who ran a tombola stall and raised £135 – which was shared between Animal Crew Rescue and the Topcliffe Warm-Up Community Help Fund.

Dalton expansion plans – have your say
Hambleton Council’s planning committee could have been close to approving a major planning application last week despite the fact that statutory consultees, including Dalton, Asenby and Topcliffe parish councils were unaware that the application had even been submitted. This means that residents in those villages were also in the dark about the plan. Fortunately, the planning committee accepted a deferral to give these consultees an opportunity to comment.

The application is for a significant development of industrial units and although, if approved, it will help create many new job opportunities, the application fails to mention the potential traffic impacts on the surrounding villages. Topcliffe doesn’t even get a mention when it comes to HGV movements!

At its meeting last Thursday, Topcliffe Parish Council agreed its position and will be submitting a formal response to the application without delay.

Topcliffe council is delivering a leaflet to all households in the village to inform residents of the situation and to encourage them to comment on the application. A copy of this leaflet can be read here.

It is also hoped that residents of both Topcliffe and Asenby will add their own comments by visiting Hambleton’s planning portal. You can follow the link below to see how you can have your say and help protect our environment and village life.

Sunday Email: Issue 131

Welcome to your regular Sunday Email.

Don’t forget that at 2am this morning the clocks went back an hour, giving you an extra hour in bed and bringing to an end to British Summer Time.

Monday evening is trick or treat time so if you are planning to go door to door in our villages, please be considerate to others and take care.

Fred wins battle of the allotments
Asenby allotment land, off Carr Lane, is safely back in the hands of the parish after a narrow escape from being sold as part of a large private estate. The land, which was given to the parish of Asenby to be used as ‘gardens’ (the old fashioned word for allotments) in 1735, was somehow included within the parcel of land offered for sale by agents for Guy Reed Will Trust in May 2021.

Fred Gifford, one of the allotment trustees, has spent the months since in protracted correspondence with both the sales agents and the Land Registry. Despite the enormous amount of documentation showing that the land belonged to Asenby and the lack of any evidence demonstrating why Guy Reed Will Trust thought it was theirs to sell, the Land Registry were only able to confirm that the land has now been removed from the title deeds of Guy Reed Will Trust on 20 October.

Asenby Parish Council has been informed of this long-overdue result and it is hoped that they will now register the land so that there can never be any future dispute.

Quiz Night at The Angel
Yes, it’s back! After a gap of two and a half years, the regular Sunday evening quiz night at The Angel is returning starting Sunday 13 November. It will be held in the TV lounge to the left of the main bar starting at the earlier time of 8pm. Generally, participants will be in teams of four, which will be made up on the night. There’ll be two sections of 20 questions each and a decider in case of a draw. Entry is £1 per person and all the takings will go to the winning team.

I’ll be preparing the questions for the first quiz and in the traditional way, the winners will nominate one of their team to prepare the following week’s quiz. I hope we’ll see many pre-Covid quizzers returning and lots of new participants joining in too.

Plans threaten increase in HGV traffic
Less than one week ago, Topcliffe Parish Council was made aware of a new planning application for a further industrial site on the Dalton Industrial Estate. Furthermore, the application was due to go before Hambleton District Council planning committee – and recommended for approval – on Thursday 27 October. Clearly this did not give adequate time for detailed consideration and comment on the application by Topcliffe Parish Council or Topcliffe residents.

Members of the parish council attended the planning meeting and have been successful in obtaining a deferral which will give time for the parish council to prepare its response.

The parish council will be submitting a formal response to the application and is keen to see residents add their own comments by visiting Hambleton’s planning portal. Follow this link to see how you can have your say and help protect our environment and village life.

Poppies galore in Topcliffe
The ladies who regularly attend the weekly Knit & Natter sessions at The Angel have been very busy knitting poppies which are now on display throughout the village. The main displays are at Jubilee Gardens where additional items relating to Remembrance Day on 11 November and Remembrance Sunday on 13 November, are located – see photograph here. There are also examples of their handiwork at the Post Office and at the Village Hall. A big thank you to all those involved.
Topcliffe & Asenby Community Warm-Up
Warm-Up lunches take place at the Village Hall every Wednesday between 11.30am and 1.30pm. There is no specific charge for lunch, though those who can manage it are asked to make a donation.

Last Wednesday £113.50 was raised, of which £75 was donated to the Royal British Legion in Thirsk and the balance has gone into the Warm-Up Community Help fund. This will help pay for food in future weeks and the organisers are looking at how further support might be offered to those in need during these financially difficult times.

The lunches are open to anyone who wishes to come along.

The organisers suspect there are some residents in our two villages that may not be aware of the lunches or perhaps need encouragement to pop along on Wednesdays. If you know of anyone who is elderly or vulnerable who might attend if they were to be picked up and dropped off, please get in touch.

And, if you know anyone who is unable to get to the Village Hall because of reduced mobility, please mention their name to one of the organisers as volunteers will be more than happy to make a home delivery of hot food.

And don’t forget, if you can help as a volunteer now and again or could donate food (soup, hotpot, flour, sugar, puddings, cakes etc) please get in touch with Karen Morley on 01845 577426 or Linda Carver on 01845 578014.

Help for Households
The government’s ‘Help for Households campaign’ gives clear information about the exceptional payments, energy support and existing support schemes available, so the public know what is available and where they can find help. Check it out – Help for Households – Get government cost of living support
£400 energy grant
A £400 energy payment – or discount – is being made to every household in the country, without means testing, and it won’t have to be paid back. You do not need to apply for the payment as it should be sent to you automatically, but how you get it depends on how you pay for your energy.

The discount will be paid to consumers in instalments of £66 over six months, with the grants administered through energy suppliers. The first discount should have been applied to your energy bill in October.

The further five discounts will be provided monthly, regardless of whether people pay bills monthly or quarterly or have an associated payment card. Those with a domestic electricity meter point who make payments through payment cards, standard credit, and direct debit will receive an automatic deduction on bills.

In all cases, no household should be asked for bank details at any point. Everyone is being urged to stay alert to potential scams and report these to the relevant authorities where suspected.

Help for Ukraine
The Thirsk-based Yorkshire to Ukraine organisation is still accepting donations that can be sent over to the war-torn country. It had a burst of donations in recent weeks and has just dispatched another lorry load of urgently needed items. As winter rapidly approaches the organisers are appealing for things such as warm clothing, sleeping bags, blankets, tinned long-life foods, hygiene products and sanitary wear. There’s a collection point at Teasdale Motorcycles, Long Street Thirsk YO7 1AU.

Topcliffe & Asenby Community Warm-Up
Warm-Up lunches take place at the Village Hall every Wednesday between 11.30am and 1.30pm. There is no specific charge for lunch, though those who can manage it are asked to make a donation. Last Wednesday £155 was raised, of which £75 was donated to the Village Hall and the balance has gone into the Warm-Up Community Help fund. This will help pay for food in future weeks and the organisers are looking at how further support might be offered to those in need during these financially difficult times.

The lunches are open to anyone who wishes to come along. The volunteers are looking forward to welcoming a few families next Wednesday during half-term.

The organisers suspect there are some residents in our two villages that may not be aware of the lunches or perhaps need encouragement to pop along on Wednesdays. If you know of anyone who is elderly or vulnerable who might attend if they were to be picked up and dropped off, please get in touch. Alternatively, if you know anyone who is unable to get to the Village Hall because of reduced mobility, please mention their name to one of the organisers as volunteers will be more than happy to make a home delivery of hot food.

Help for Households
This article is repeated this week to give residents a chance to access important information about help that can be gained as the cost of living continues to rise.

The government’s ‘Help for Households campaign’ aims to raise awareness of the support available to those that need it most. The campaign gives clear information about the exceptional payments, energy support and existing support schemes available, so the public know what is available and where they can find help.

It brings together over 40 support schemes that the public may be able to access depending on eligibility. Additionally, a range of online tools will help citizens quickly and efficiently check the support they might be eligible for and how to access it. Check it out – Help for Households – Get government cost of living support

Can you help at Boccia classes?
There’s a small, dedicated team of volunteers who each Tuesday afternoon help out at the Boccia class in the Village Hall. But a few more volunteers are needed to help out on occasions when the regulars aren’t able to be there. Next Tuesday is a case in point, when only one person is available as the others have appointments elsewhere.

Boccia is an exercise and fun session for elderly folk and the volunteers help out by organising the activities and refreshments. It’s on between 1.30 and 3.30pm each Tuesday. If you are prepared to give up a couple of hours to help out, please call Judith Lowe on 01845 577911.

Play area and playing field – what’s your view?
There’s still time to have your say about future plans to develop the playing field and play area in Topcliffe. Topcliffe Parish Council has a survey on the village website and it only takes a few minutes to complete it. Our parish councillors are hoping to get a wide range of views to help inform how they should proceed but they would welcome community views before moving forward. The survey is on the village website at https://www.topcliffe.org.uk/
Topcliffe Bridge – an update re repairs
On the 13 October photographs of the most recent damage to Topcliffe Bridge were sent to the North Yorkshire County Council and an update on planned repairs was requested. Here is a summary of the reply:

  • Arrangements were made for a temporary barrier to be put in place on Friday 14 October as a matter of priority. It appears as though the barrier has been struck by a vehicle given the extent of the damage. There is, therefore, the possibility of injury, so contact has been made with North Yorkshire Police to see if the incident was reported and requesting that any information they have be shared.
  • Regarding the extension of the bridge parapet, progress has been made though not without challenges. The procurement exercise for the stone yielded two submissions and only after an extended period of time. Following checks that the stone is of the required type and standard and on finalisation of the size specifications, an order was placed with the provider last week. Now the stone has been sourced, the process for commissioning a suitably qualified contractor to build the parapet will commence in the next 2 weeks with a requirement to construct by the end of the financial year.
  • Whilst progress to date has been slower than anticipated, I’m sure you will agree that we need to ensure the quality of the materials and workmanship is to the highest possible standard. Please be assured every effort is being made to ensure delivery as quickly as possible. You will be kept updated on progress.

Play area and playing field – what’s your view
It’s not every day that residents are asked for their views on important elements of village life, so when an opportunity comes along you’d expect there’d be plenty of interest in people having their say.

A month or so ago, Topcliffe Parish Council launched a survey to get views and comments about possible developments at the village’s playing field and, in particular, at the play area. A few people have completed the survey, but it was hoped many more residents would participate and help draw up a ‘wish list’ of improvements.

There’s still time to take part, so please take five minutes to complete the survey. Here are the questions you will be asked to comment on:

  • Do you live in, or within 3 miles of, Topcliffe Village?
  • Is there enough play equipment in the current play area?
  • If "No" what other equipment would you like to see? Include types and age ranges here please.
  • Is there a need for accessible equipment for children with disabilities?
  • Should there be a wheelchair/pushchair accessible path from the gate to the play equipment?
  • Would you like to see a walkable pathway around the whole of the field?
  • Do you think the village needs more allotments for those who live in Topcliffe?
  • Would you want to go on a waiting list for such an allotment, if they were available?
  • Would you like to see more trees planted and wildflowers growing in the playing field?
  • And provision for wildlife such as bird and bat boxes?
  • Which would be your first priority for this project?
  • Would you have any concerns about the Parish Council improving this area to attract more users? If so, what?
  • Would you be prepared to volunteer to help with this project?

The survey is on the village website at https://www.topcliffe.org.uk/

Let’s Talk Local

From 1 April 2023, North Yorkshire Council will replace the current eight county, district and borough councils in North Yorkshire to deliver all the public services local councils currently provide. All eight councils are already working together to make sure that the services like waste collection and recycling, highways and planning, continue as usual.

The new council wants to know what really matters to you about your local area. Between now and December, it will be holding North Yorkshire’s biggest countywide conversation, Let’s Talk, asking residents how they would like to work with the new council. The first topic of conversation is Let’s Talk Local, which focuses on what’s important to you in your local area, whether that’s education, affordable housing or public transport, followed by conversations about the budget and proposed devolution deal later in the autumn.
